Cash and PayPal payouts are the clearest case: income at the amount received.
Gift cards are usually treated at face value, because they are a near-cash benefit received in exchange for work.
Prize draws are different in several jurisdictions — an entry with no guaranteed payment can fall under gambling or windfall rules rather than income. This is exactly the kind of distinction worth a professional's five minutes.
Thresholds and forms
Some jurisdictions require a panel to issue a form once annual payments cross a threshold. Not receiving a form does not mean the income is untaxed; it means the panel was not obliged to report it.
If you run several panels, the per-panel amount can stay under every threshold while your total sits well above it. Aggregate before you assume anything.

A single spreadsheet is enough: date, panel, gross amount, payout type, and whether it was received. Export panel statements quarterly, because panels rarely keep more than 12 months of history visible.
If you treat this as self-employment, note deductible costs too — a share of internet cost, a device bought mainly for the work, and any fees deducted from payouts.
When it becomes a business rather than a hobby
Regularity, intent to profit, and organisation are the usual tests. Someone doing three surveys a week on the sofa is generally a hobbyist; someone running twelve panels on a schedule with a spreadsheet and a dedicated device looks like a small business, with the registration and reporting duties that follow.
